Payroll Reports without Paychecks

**You’ve mentioned before that S-corp owners must submit quarterly payroll reports to report the salary portion of their pay to the IRS (I believe it’s Form 941), but is it possible to file this report without actually issuing yourself a paycheck on a bi-weekly or monthly basis?**Wouldn’t the IRS want to see real paychecks being issued in the case of an audit? It seems too good to be true that you can just submit a form each quarter to report your “salary.” Thanks in advance!
